Colombia minimum wage 2027: how it is negotiated and which scenarios to budget
The 2027 minimum wage will not be known until December. This analysis explains the negotiation process, the criteria in Law 278 of 1996 and three assumed budget scenarios, without predicting the figure.
Budgeting 2027 payroll in October means deciding without the most sensitive input: the minimum wage. The figure is set in December after a tripartite negotiation that often ends in a decree. A single-number budget is a bet, and a scenario-based budget is risk management.
At Soulbit Academy we look at the 2027 minimum wage from the finance desk of a Colombian company. We do not predict the number. We explain how it is set, which increases were decreed and how to build three scenarios labeled as assumptions. The currency side of the plan is in our article on the 2027 exchange rate assumption, and the per-employee cost build-up is in the analysis of employment cost after the labor reform.
Colombia minimum wage 2027: who sets it and when it becomes known
The 2027 minimum wage is decided by the Permanent Commission for Wage and Labor Policy by 15 December 2026 at the latest, or by the Government through a decree by 30 December if there is no consensus. No official figure exists today, and any number in circulation is an estimate.
The Commission brings together the Government, employer associations and labor and pensioner confederations. Its framework is Law 278 of 1996, whose article 8 sets the deadlines. Commission decisions are taken by consensus, and each sector votes as the majority of its members.
Recent history shows consensus is the exception. In 2022 the Commission reached an agreement on 15 December for the 2023 wage, according to Decree 2613 of 2022. For 2026, Decree 1469 of 2025 records that after all sessions no tripartite agreement was reached and the Government set the increase.
What date should a CFO assume?
Assume the figure arrives in the second half of December and applies from 1 January. That leaves a few days to reconfigure payroll, so keep the model ready and change a single input cell when the decree appears.
How the negotiation runs: the calendar and what happens without agreement
The minimum wage negotiation has three dated stages: Commission sessions, a consensus deadline on 15 December and, if that fails, a Government decree before 30 December. Law 278 of 1996 describes each step with short deadlines.
The first stage is technical discussion. Employer associations and labor confederations present proposals, the national statistics office (DANE) presents inflation and productivity, and the central bank restates the inflation target. The recitals of recent decrees document these sessions.
The second stage is the 15 December deadline. If there is no consensus, the dissenting party must explain its reasons in writing within 48 hours. The other parties have another 48 hours to take a position, and the Commission meets again before 30 December.
The third stage is the decree. When consensus definitively fails, the Government sets the wage by 30 December. Decree 1572 of 2024 quotes that clause and the Government's competence when no tripartite agreement exists.
There is also legal risk. A minimum wage decree can be challenged for annulment before the Council of State, so its status should be checked with labor counsel when the budget is closed.
Legal criteria: CPI, inflation target, productivity, GDP and the wage share
The law requires the Government to weigh five parameters: next year's inflation target, productivity agreed by the tripartite committee, the contribution of wages to national income, GDP growth and the consumer price index (CPI). Decree 1469 of 2025 summarizes them when citing article 8.
Constitutional Court ruling C-815 of 1999 added that the Government must justify its decree weighing, at the same level of incidence, the actual inflation of the closing year and the other parameters. As a prevailing factor, the decree must reflect the constitutional protection of labor and the need for a vital and adjustable minimum remuneration.
For a finance analyst, each criterion is an observable data point. DANE publishes the CPI. In its September 2026 bulletin, annual inflation was 6.29%. The Banco de la República inflation target is 3%, with a range of plus or minus one point, as it restated to the Commission in 2025. On 30 September 2026 its policy rate was 12.25%.
Productivity is the most debatable criterion. For 2026, DANE presented total factor productivity of 0.91% for the first three quarters of 2025, with 0.57% per hour worked and a negative figure per employed person, and the Subcommittee did not agree on one number. The final weighting therefore includes a political judgment.
Recent minimum wage increases, verified in decrees
Between 2023 and 2026 the minimum wage rose from COP 1,160,000 to COP 1,750,905, with annual increases of 16%, 12.1%, 9.5% and 23%. The amounts come from official decrees, and the 2024 and 2025 percentages are our own calculations on those amounts.
Table 1 summarizes the series. It serves as an empirical range for the scenarios, not as a forecast: a past increase does not predict the next one, and the 2026 jump rested on a specific justification in the decree, which aimed to close part of the gap to a living wage.
| Year in force | Instrument | Monthly minimum wage (COP) | Increase over previous year |
|---|---|---|---|
| 2023 | Decree 2613 of 2022 | 1,160,000 | 16% (decree figure) |
| 2024 | Decree 2292 of 2023 | 1,300,000 | 12.1% (own calculation) |
| 2025 | Decree 1572 of 2024 | 1,423,500 | 9.5% (own calculation) |
| 2026 | Decree 1469 of 2025 | 1,750,905 | 23% (decree figure) |
Two points from the series matter for budgeting. The first is dispersion: the gap between the smallest and the largest increase is 13.5 percentage points, so one scenario understates risk. The second is the link to inflation. In the 2024 decree, annual CPI for November 2023 was 10.15%. In the 2026 decree it was 5.3%, and the increase was 23%.
Is inflation a sufficient anchor for the scenario?
No. In 2026 the increase exceeded observed inflation by a wide margin, and the decree justified it with the principle of a vital minimum remuneration. A scenario based only on CPI plus productivity is therefore a reasonable floor, not the center of the distribution.
Three 2027 minimum wage scenarios for the budget, labeled as assumptions
The three scenarios in Table 2 are assumptions of this analysis: none is a forecast, an official proposal or a Soulbit figure. Each applies an increase to the 2026 wage and measures the effect on an assumed payroll of 25 employees earning the minimum.
Scenario A, "CPI plus productivity", adds September 2026 annual inflation (6.29%) and the total factor productivity cited in the 2026 decree (0.91%), about 7.2%. Scenario B, "in line with 2024 and 2025", takes the average of 12.1% and 9.5%, about 10.8%. Scenario C, "high increase", adopts 16%, the largest increase of 2023 to 2025.
Monthly cost per employee applies the contribution-exemption percentages of article 114-1 of the Tax Statute, already used in our labor cost analysis: pension 12%, class I occupational risk 0.522%, family compensation fund 4%, severance 8.33%, interest on severance 1%, service bonus 8.33% and vacation 4.17%. Together they add 38.352% to the wage. The transport allowance is excluded because a separate decree sets it.
| Scenario (assumption) | Assumed increase | Assumed minimum wage (COP) | Monthly cost per employee (COP) | Annual cost, 25 employees (COP) | Difference vs 2026 (COP) |
|---|---|---|---|---|---|
| 2026 base (Decree 1469 of 2025) | 0% | 1,750,905 | 2,422,412 | 726,723,626 | 0 |
| A. CPI plus productivity | 7.2% | 1,876,970 | 2,596,826 | 779,047,660 | 52,324,035 |
| B. In line with 2024 and 2025 | 10.8% | 1,940,003 | 2,684,033 | 805,209,885 | 78,486,259 |
| C. High increase | 16% | 2,031,050 | 2,809,998 | 842,999,489 | 116,275,863 |
The useful reading is the gap, not the number. Between scenarios A and C there are COP 64.0 million a year for this assumed payroll. A company can budget at B and hold the difference up to C as contingency. The decision depends on cash headroom, not on prediction.
If the company pays above the minimum, those wages do not rise automatically with the decree. These calculations do not model any general adjustment policy.
Knock-on effects: what else moves when the minimum wage rises
The minimum wage does not only affect those who earn it. It drags the transport allowance, the minimum contribution base, statutory benefits, the integral salary and any contract that uses it as a reference, and each deserves its own row in the model.
The first is the transport allowance. A separate decree sets it, and it applies up to two minimum wages. Decree 1470 of 2025 set it at COP 249,095 for 2026. Its 2027 amount is unknown, and the two-minimum-wage threshold also moves with the decree.
The second is social contributions. The contribution base cannot be lower than one minimum wage, so a higher scenario raises the health, pension and occupational risk base of every minimum-wage employee. The employer's PILA guide details the form.
The third is statutory benefits. Severance, interest on severance and the service bonus are computed on wage plus transport allowance, so every increase repeats in the accruals. Our article on bonus and year-end provisioning explains how to reserve those amounts.
The fourth is the integral salary, whose minimum equals 13 minimum wages. At the 2026 wage that is COP 22,761,765 a month. Under the assumed scenarios it would be 24,400,610, 25,220,039 and 26,403,650. A company with executives under that regime sees a threshold that rises with the decree.
The fifth is indexed contracts. Leases, service contracts and clauses that use the minimum wage as an adjustment unit become more expensive with it. The CFO should review them contract by contract; the scenarios do not quantify them.
The labor reform adds its own calendar. The Sunday and holiday surcharge is 90% from 1 July 2026 and 100% from 1 July 2027, under Law 2466 of 2025. The July 1, 2027 step arrives six months after the new minimum wage, so both increases stack in the second half of the year.
Soulbit's planned role in payroll budgeting
Soulbit does not calculate the minimum wage or budget payroll. It offers no labor, tax or accounting advice, does not replace the company's accountant or labor lawyer, and claims no price advantage over the cost of employing.
The V1 scope begins after payroll is calculated. Soulbit Salaries is designed to let a company hold a balance in stablecoins such as USDC and USDT or in fiat and disburse finished payroll, recurring or in batches, to Colombian bank accounts over a local bank rail. Its planned scope includes institutional custody using MPC, KYB, AML/KYT monitoring, traceability of each payment and human support. The flow is described in how to pay payroll with stablecoins in Colombia. Check current availability with Soulbit.
The mobile apps are a separate part of the planned product; check their availability in official app stores. A fast disbursement cannot fix a wrong budget: if the wage configured in January is not the decree's, the payment goes out at the wrong value.
Frequently asked questions
When will Colombia announce the 2027 minimum wage?
The Permanent Commission for Wage and Labor Policy must decide by 15 December 2026 at the latest. If there is no consensus, the Government sets the wage by decree by 30 December, under article 8 of Law 278 of 1996. Until then, any figure is an estimate and not an official number.
Who decides the Colombian minimum wage increase?
The Permanent Commission for Wage and Labor Policy decides first. It seats the Government, employer associations and labor confederations. Without consensus, the national Government decides and must justify the decree with the parameters of article 8 of Law 278 of 1996.
Which factors must the Government weigh when setting the minimum wage?
Article 8 of Law 278 of 1996 lists next year's inflation target, productivity agreed by the tripartite committee, the contribution of wages to national income, GDP growth and the consumer price index. Constitutional Court ruling C-815 of 1999 adds that the decree must reflect labor's constitutional protection and a vital and adjustable minimum remuneration.
How should a company budget for the 2027 minimum wage before it is announced?
A company should budget with a range of scenarios instead of a single number. Define a low, a medium and a high case, measure the annual payroll difference between them and hold the gap between medium and high as contingency. When the decree is published, replace the assumption with the official figure.
Does Soulbit calculate payroll or the minimum wage impact?
No. Soulbit does not calculate payroll or prepare budgets, and it does not replace the company's accountant or labor lawyer. Soulbit Salaries is designed for the step after calculation: batch disbursement of finished payroll to Colombian bank accounts, with traceability for each payment, from a balance in stablecoins or fiat.
