Colombia's Support Document: When the DIAN Requires It for Foreign Supplier Payments
A Colombian company that pays a supplier abroad generally has to issue and transmit an electronic support document to the DIAN to keep the cost or deduction. This guide covers when, how and the main exceptions.
Paying a supplier abroad does not end with the wire. For the cost or deduction to be accepted, the Colombian company must also issue an electronic support document, and many only find out about this duty during a review.
At Soulbit Academy we explain the full procedure from the treasurer's and accountant's side: who must issue it, when, in which currency, which deadline applies and when it does not apply. This article builds on two neighbors, Colombian withholding tax on foreign payments and what your company reports in exogenous information, which mention the support document without developing it.
What the support document is and since when it is mandatory
The support document for purchases from sellers not required to invoice (documento soporte) is an electronic document issued and transmitted by the buyer, not the seller, to prove a purchase to the DIAN. Its basis is Article 771-2 of the Tax Code, Article 1.6.1.4.12 of Decree 1625 of 2016 and DIAN Single Resolution 227 of 2025, which compiled Resolution 167 of 2021.
The duty to generate and transmit it electronically applies from August 1, 2022. DIAN Resolution 488 of 2022 set that date. It now appears in Article 1.5.2.2.5 of Single Resolution 227 of 2025.
The document is neither a sales invoice nor an equivalent document. It is a record of the operation that the buyer builds because the seller is not required to invoice in Colombia. The DIAN describes it in its guide to support documents for purchases from non-invoicing sellers.
Why does it affect payments abroad?
Because a supplier with no Colombian domicile or tax residence does not invoice through the Colombian system. The implementing decree says the support document "will be valid in contracts entered into with non-resident persons or entities" (our translation). A service bought from a foreign provider therefore falls under this regime.
When the DIAN requires the support document for foreign supplier payments
The DIAN requires the support document when the buyer is an electronic invoicer, an income tax filer or a VAT-responsible taxpayer, buys from a seller not required to invoice, and wants the purchase to count as a cost, deduction or deductible VAT. That is the rule of Article 1.5.2.2.2 of Single Resolution 227 of 2025.
For foreign payments, DIAN Oficio 906162 of 2022, answers that the support document is the appropriate document to prove operations with service providers that have no Colombian tax residence. Table 1 summarizes the most frequent cases. It is a general summary, not an opinion on your transaction.
| Operation | Evidence the DIAN requires | What to verify |
|---|---|---|
| Service from a non-resident provider (software, consulting, design) | Electronic support document issued by the buyer | Withholding tax and the conditions for deductible VAT |
| Service from a foreign provider that is registered and invoices in Colombia | The provider's electronic invoice | That the provider is required to invoice |
| Import of goods with an import declaration | The import declaration | That it is not an operation between free-trade-zone users |
| Purchase from a Colombian individual or business not required to invoice | Buyer's electronic support document | That the buyer is an income tax filer or VAT-responsible |
How it is issued: content, currency, exchange rate and transmission deadline
The support document is issued through the DIAN electronic invoicing system with the minimum content of Article 1.5.2.2.3 of Single Resolution 227 of 2025. It must carry the express title of support document for purchases from non-invoicing sellers, the operation date, the names and tax IDs of seller and buyer, a consecutive number within an authorized range, a description of the good or service, the total value, the electronic signature and the CUDS, the document's unique code.
The foreign supplier's identification has its own rule. If the non-resident is not registered in the RUT, the tax ID requirement is met by the identification issued in its country of origin. Article 1.5.2.2.3 of Single Resolution 227 of 2025 expressly states this rule.
Currency and exchange rate
The document is issued in Spanish and in Colombian pesos under Article 1.5.2.7.5 of Single Resolution 227 of 2025, and may also show the amount in another currency or language. For the conversion, the DIAN recalls in Oficio 906162 that Article 288 of the Tax Code measures foreign-currency items, at initial recognition, at the representative market rate, or TRM.
The applicable TRM is that of the operation date. How to choose that date and how the exchange difference is later booked is in the DIAN TRM and which rate to book and in IAS 21 and NIF B-15 for foreign currency. We do not repeat those guides here. According to the DIAN itself, the exchange difference has tax effects only on payment or settlement.
Generation and transmission deadline
The general rule is one document per operation, generated and transmitted on the date the service is rendered, according to Oficio 906162. The resolution allows weekly accumulation per supplier, in which case transmission is due by the last business day of the week in which the accumulated operations took place.
Each document is transmitted individually. If DIAN systems fail, transmission is due within 48 hours counted from the day after service is restored. If the problem is on the buyer's side, the same period runs from the day after the issue is resolved, and the buyer must keep evidence of the failure. These rules appear in Articles 1.5.2.3.5 and 1.5.2.3.6 of Single Resolution 227 of 2025.
An agreement between buyer and supplier does not change these deadlines. Private agreements cannot be enforced against the tax authority.
Adjustment note and what happens if the support document is not issued
The adjustment note is the only mechanism to cancel or correct a support document already transmitted. It may be issued within the statute of limitations of the returns in which the cost or deduction was claimed. The number of a cancelled or corrected document cannot be reused, and an electronic note cannot adjust another note.
The note must carry its own title, its own consecutive number, its CUDS, its date and a reference to the number and date of the original document. It is used, for example, when the foreign supplier later issues an invoice for a different amount or when the description was wrong.
What happens if the company does not issue the support document?
The company risks a penalty and a DIAN challenge to the cost, deduction or deductible VAT. Article 616-1 of the Tax Code distinguishes three failures: not issuing the document (Article 652-1 penalty), issuing it without required information (Article 652) and not transmitting it properly (Article 651). Article 771-2 governs the evidence for those amounts.
DIAN guidance issued in 2026 clarifies that late generation does not by itself prevent recognition of the cost, deduction or deductible VAT if the transaction date is proved; the formal breach remains sanctionable. The penalty and tax effect depend on the case. Review them with your accountant.
For deductible VAT there is an additional requirement. The decree requires proof that the corresponding withholding was made, as VAT or income tax, under paragraph 1 of Article 1.6.1.4.12.
Imports of goods: when the support document does not apply
For imports of goods, the evidence of the operation is the import declaration, not the electronic support document. Paragraph 2 of Article 1.6.1.4.12 of Decree 1625 of 2016 says so: the evidence will be "the import declaration filed in accordance with current regulations" (our translation).
That exception has a limit. Paragraph 2 of Article 1.5.2.6.1 of Single Resolution 227 of 2025 preserves that limit for transactions with or between free-trade-zone users. In those cases the specific regime must be reviewed with a customs adviser.
| What is paid to the foreign supplier | Main evidence | Note |
|---|---|---|
| Physical goods imported with an import declaration | Import declaration | No additional support document for the goods |
| Software license or consulting service | Electronic support document | May require withholding tax |
| Freight or insurance from a non-resident provider | Check whether the service is part of the import declaration | Confirm the customs treatment with an adviser |
| Operation with a free-trade-zone user | Specific regime | The import exception does not apply automatically |
For a mixed purchase, separate goods and services and check whether the service is part of customs value or needs its own document.
Worked example with assumptions: paying a 5,000 dollar consultant abroad
With a TRM of 4,000 and a 20% withholding, a payment of 5,000 dollars requires a support document for 20,000,000 pesos and a withholding of 4,000,000; the example is hypothetical and does not represent Soulbit prices. A Colombian SME, an income tax filer and VAT-responsible taxpayer, hires a US consultancy with no Colombian domicile or RUT for a service used in Colombia.
Assumptions: service value of 5,000 dollars, TRM on the operation date of 4,000 pesos per dollar and a 20 percent Article 408 withholding, with no applicable treaty. The peso value is 20,000,000 and the withholding is 4,000,000. The company sends the equivalent of 16,000,000 pesos and withholds 4,000,000 for the DIAN; VAT on a service provided from abroad (art. 437-2 of the Tax Code) is settled separately and is not included here.
There are four steps. The first is to gather the contract, the supplier's invoice or receipt and its tax ID from the home country. The second is to generate the support document for 20,000,000 pesos, with the dollar amount as a reference, on the operation date. The third is to transmit it through the electronic invoicing system the same day, or on the last business day of the week if operations were accumulated. The fourth is to reconcile the withholding, the document and the payment at month-end.
What Soulbit's V1 delivers and what it does not
Soulbit delivers the payment rail, not the tax compliance of the purchase. The V1 lets you hold USDC and USDT balances, disburse payments in stablecoin and, in Colombia, in pesos over a local rail, convert through eOTC on quote, operate with institutional custody with MPC, and rely on KYB, AML/KYT monitoring and traceable records of each transaction.
It does not issue or transmit support documents, withhold or declare taxes, determine the accounting TRM or file exogenous information. Nor does it replace the accountant, the customs adviser or the electronic invoicing software. Those obligations stay with the company.
In practice the flow is sequential. The company validates the operation, issues the support document, calculates the withholding and then orders the payment. The payment history later helps match the document to the movement. For the foreign exchange side of payments abroad, see Colombia's foreign exchange regime for companies.
Frequently asked questions
Does a Colombian company need a support document to pay a foreign supplier?
A Colombian company that buys goods or services from a seller not required to invoice in Colombia, including a non-resident provider, must issue and transmit the documento soporte if it wants the cost, deduction or deductible VAT. The DIAN calls it the appropriate document for these operations in Oficio 906162 of 2022.
Which currency and exchange rate does the support document use?
The document is issued in Spanish and in Colombian pesos, and it may also show the amount in the original currency. The conversion uses the representative market rate (TRM) of the transaction date, the criterion Article 288 of the Tax Code sets for the initial recognition of foreign-currency items.
When does the support document not apply to a purchase from abroad?
For imports of goods, the supporting evidence is the import declaration filed under current rules, so no separate support document is issued. That rule does not cover operations between free-trade-zone users or services, which stay under the general support document regime.
What happens if the company does not issue the support document?
Omitting the support document creates a risk of penalties and may affect the cost, deduction or deductible VAT. Article 616-1 distinguishes failure to issue (Article 652-1 penalty), issue without required information (Article 652) and failure to transmit properly (Article 651). The tax effect depends on evidence of the transaction.
Does Soulbit issue the support document for my foreign payments?
No. Soulbit does not issue or transmit support documents, withhold taxes or file returns with the DIAN. Its role starts once the company has validated the transaction and needs to disburse the payment to the supplier, with an orderly record of each transaction for the accounting team.
